Yes there are consequences for your actions. Hopefully he learns it early in life. There are too many out there (adults) that take the road that says that is always someone elses fault. I took great delight when a customer kept telling me that no one told him, there were signs posted all over the store. I told him that at some point in his life he has to accept responsibility for his actions.
Don't get me started on personal responsibly. One of my biggest pet peeves is peoples LACK of it. That is another reason why our country is so messed up. Too much litigation. "I stubbed my toe while I was robbing you, so now I'm going to sue you for my doctor bills."

I'm not harassing him, I am trying to teach him that there are consequences to his actions. He was tormenting my poor chickens
